Characters do not necessarily need to pass activity three consecutive months, but they do need to pass activity for three months in order to be eligible. Hiatuses would not count towards this three month requirement.
For Malia, October would be #1, and should she submit proofs in January and February, she would receive her Energem piece in early March!
